This is an amazingly RARE vintage Frigate or Warship flag with a 13 star design. I am unsure on how old this one is but I have another one with 49 stars that dates back to late 50's, so I am guessing this one is around that old as well. This would look so beautiful framed full length in a space. Please see pictures for details.
